１　いじめの認知は、本人、親、友人の誰からの報告であっても

「この事態を心配している人から報告があった」で統一する。

※　いじめ加害者やその親は「誰がそんなこと言った」と言いがちなので、教員側の対応を統一しておくことは極めて有効と思われます。

２　必ず、一人の教員ではなくチームで対応する。

※　チーム対応は教員の一番苦手とするところですが、是非克服してほしいところです。

３　複数の加害者（大抵そうです）と複数の教員が別部屋で１対１で対応する。

※　ここで、各加害者の発言に矛盾が生じます。

４　１５分後に部屋に加害者を残して教員が集合し、情報交換・矛盾点の分析を行う。

５　３・４を繰り返し追求することで、加害者に「いじめの事実」を認定させる。

※　３・４・５は明日からでも実行できるノウハウではないでしょうか。

「加害者に吐かせる」必要のある仕事（刑事に限らず税金徴収員等々）ではよく使うテクニックです。

６　事実を認めた加害者に対し「泣くまで」反省を迫る。

※　ここは教師の真骨頂です。

中学生ともなると（特にいじめの加害者のような奴は）脅すだけでは、まず泣きません。そこで、刑事ドラマのカツどんに当たる要素が必要になるそうです。加害者ががんばってきたことの写真（部活動や体育祭・文化祭他）などを見せて、「なのにお前は、今、何をやってるんだ」みたいな感じで迫るらしいです。

７　いじめの事実を認め、「泣くまで」反省した加害者は、通常、被害者に謝りたくなるのですが、すぐに謝らせることはしない。

※　すぐに謝ると加害者が「すっきり」するからです。

８　少なくとも一週間の時間を置いて、加害者に謝ることを許す。

※　被害者にとって、加害者から謝ってもらうことは大きな癒しになるという報告を別の会合で聞きました。

９　保護者を交えて、いじめの事実を報告する。

※　その際、加害者・被害者を実名で報告するのか否かは聞き漏らしました。
